Out-of-competition testing is not held during the recognized period of in-competition tests. According to International Standards, there is no time limit for reporting to the Doping Control Station, since the test will typically take place at the site of notification. Athletes who compete at the International or national level could be subject to testing any time and anywhere.
Yu Hao, China Anti-doping Agency, said, "The first time I was asked to test athletes was in the year 2003. I tested Liu Xiang and Xing Huina in the National Youth Athletics Championships. Both of them won the Athens Olympic golds one year after that. Sometimes I would go to different cities intensively in one month to do out-of-competition tests for athletes."
China is determined to curb the use of banned substances at this year's National Games on October. Athletes, chosen by a random draw, will be required to take the written exam before the Games.
The one who fail an anti-doping examination will be kicked out of the National Games. Teams with over 40 percent of athletes failing the test will also be declared ineligible.
