On Monday, Wen Jiabao called for prompt action in the first quarter of the year to stop the economic slowdown as quickly as possible. Wen Jiabao said this year will be the most difficult year for China's economic development so far this century.

Wen Jiabao said the country's 4 trillion yuan stimulus package and other measures to expand domestic demand should be implemented as quickly as possible. He also said the government should work to maintain stable growth in trade. He reiterated the country's preferential policies for farmers including various subsidies. Wen Jiabao pointed out that China should properly deal with the global financial crisis by preventing outside impact. They should also focus on raising the country's ability to fight against risk. He urged local governments to highlight employment in their own working agendas for this year.

Summing up last year's work, the Premier said the Chinese government had reacted properly and quickly to the changing international economic situation. The macro-control policies were proved to be right and effective.

Wen Jiabao said that government should be responsible to people, and work earnestly to finish the government's work report. The work report will be distributed to local governments to collect suggestions.
