China Wednesday expressed its utmost indignation and strong opposition to the passage of a resolution by the US Congress supporting "Taiwan's participation in the United Nations and other international organizations".
The Foreign Affairs Committee of the Chinese National People's Congress (NPC) issued a statement slamming the practice of the US Congress of disregarding China's sovereignty and severely violating the basic norms of international relations and the three Sino-US joint communiques.
The statement says that the House of Representatives and the Senate of the US Congress successively passed a concurrent resolution, "expressing the sense of the Congress", brazenly supporting so-called "Taiwan's participation in the United Nations and other international organizations".
It says that the US Congress resolution is a severe infringement on China's sovereignty and a wanton interference in China's internal affairs, adding that it attempts to boost the morale of the "Taiwan independence" forces that seek to split China and obstruct the great cause of China's unification by creating "two Chinas" or "one China, one Taiwan".
It is common knowledge that there is only one China in the world and Taiwan is an inseparable part of China, the statement says, noting that the Government of the People's Republic of China is the sole legitimate government representing the whole of China.
As a part of China, Taiwan is not qualified to enter into any international organization which only sovereign states can join, the statement stresses.
It is a universally recognized fact and the US Congress should not turn a blind eye and a deaf ear to it, the statement points out.
It says that mutual respect to each other's sovereignty and territorial integrity, as well as non-interference in each other's internal affairs are stipulated in the UN Charter as the basic norms for handling state-to-state relations.
The Resolution 2758 adopted at the 26th session of the UN General Assembly in 1971 unequivocally recognized that "the representatives of the Government of the People's Republic of China are the only lawful representatives of China to the United Nations and that the People's Republic of China is one of the five permanent members of the Security Council", and decided to " restore all its rights to the People's Republic of China" and expel the representatives of Taiwan authorities from the United Nations, according to the statement.
This resolution settled in a just and thorough way the question of China's representation at the United Nations, the statement notes, adding that from then on, the Government of the People's Republic of China has been the natural representative of the entire Chinese people, including the Taiwan compatriots, in the United Nations and its affiliated organs.
The statement stresses that the US members of Congress should understand that this is a fact and fundamental principle that no one can ever change.
The US Government and its leaders have expressed to the Chinese Government and people in the three Sino-US joint communiques and on various important occasions, their commitments that they will stick to the one China policy, not support "Taiwan' s independence", not support "two Chinas" and "one China, one Taiwan", and not support Taiwan's entry into any international organization which only sovereign states can join, according to the statement.

The statement says that US members of Congress should be reminded that given the fact that the Taiwan question has always been the single most important and most sensitive issue at the core of China-US relations, management of it will create immense impact on the bilateral relations.
It calls on the US Congress to take serious consideration of the overall situation of the China-US relations oriented towards the 21st century, stop interfering in China's internal affairs and encroaching upon its rights and interests by manipulating the Taiwan question time and time again, stop playing silly games to impair the effort to improve and develop the bilateral relations.
"At the same time, we solemnly demand the US Government scrupulously abide by the one China policy, the three Sino-US joint communiques and its commitment of not supporting Taiwan's entry into any international organization which only sovereign states can join, and take concrete measures to improve and develop China-US bilateral relations," the statement says.
