Minister on China’s International Sci-Tech Cooperation

Given the situation that a tremendous change is taking place in science and technology throughout the world nowadays and that China is facing new opportunities and big challenges after entering the WTO, the Ministry of Science and Technology has formulated the “Prime Goals of International Cooperation in Science and Technology During the 10th Five-Year Plan Period,” said Minister Zhu Lilan during a press conference held in Beijing today.

Based on the national development strategy in science and technology, the plan was designed to improve international cooperation in high and new technology so as to strengthen China’s general capacity and accelerate the country’s industrialization process. According to the plan,

10 major policies and measures are formulated in this regard and brought to the public at the press conference.

Talking about the US restrictions on the high-tech export to China, Minister Zhu said, “China should stick to the policy to actively take part in wide-range international cooperation to offset the loss caused by the US restriction. Besides, we are to build an innovation system in China to develop high and new technology independently. It is a common sense that high-tech cooperation is an ‘exchange of pearl for jade.’ One party who gets neither pearl nor jade is obviously not qualified for entering the game. Nevertheless, any restriction and trade barriers are sure to be negative to all parties concerned. Open attitude, positive posture and sincerity are the key elements to any country’s success in this new age featuring Internet and globalization.”
