Ningxia mountainous area [Sina]

Reporter: I have heard the expression that the cities along the river in Ningxia are a single entity.

Wang Zhengwei: That's right.

Reporter: If the urbanization would be centralized in areas along the river, would the development of Ningxia be uneven and polarizing?

Wang Zhengwei: This is what we pursue, firstly. There are 10 cities along the river in Ningxia. The population of these cities accounts for 43% of whole population of Ningxia and the area reaches 57%. However, about 80% of the total output value of Ningxia is generated in these 10 cities. Their financial revenue reaches 95% of that of whole Ningxia. Ningxia will develop rural areas through developing urban areas first and then achieves balance.

The population of central-south areas is gradually concentrated in 10 cities along the Yellow River through ecological, labor and educational migration. The living standard of people migrating from central-south areas to these 10 cities has improved markedly.

Commentary: During the '11th five-year plan' period (2006-2010), 30 practical things are included in the plan of improvement of people's livelihood every year, besides building golden bank of Yellow River, ecological migration.

Wang Zhengwei: One of 30 practical things this year is the project of 'one egg for every breakfast for every boarding school student'. We found through research in rural areas that in some boarding school students weren't getting adequate nourishment. About 370,000 students are involved in the project. Apart from the funds of tens of millions yuan, the distribution is a big problem.

Reporter: Does that mean one egg is provided to every student in central-south areas every day?

Wang Zhengwei: Yes, every student in boarding schools gets one egg for breakfast every day.

Commentary: Since 2009 the plan of improving people's livelihood has been put on the agenda of People's Congress of Ningxia Hui Autonomous Region. The improvement of people's livelihood is the common desire of whole Ningxia.

Reporter: Will the relatively microscopic plan put on the agenda of People's Congress form into a report of improvement of people's livelihood?

Wang Zhengwei: In this way, we pressure ourselves. When the plan is submitted to the People's Congress, the supervision will be better served, and the plan will be completed better.

Reporter: Is one plan given common consent, and from the bottom of every one's heart?

Wang Zhengwei: The egg project just mentioned is a common view. All approve and some even are moved to tears.
