Wang Zhengwei: Build a golden bank along the Yellow River

Wang Zhengwei, Chairman of the People's Government of Ningxia Hui Autonomous Region, was recently interviewed by China Central Television (CCTV) for its program "Interview with China's Ministers and Provincial Governors'. The following is the record of the interview.

 

Wang Zhengwei, Chairman of the People's Government of Ningxia Hui Autonomous Region, was recently interviewed by China Central Television (CCTV) for its program "Interview with China's Ministers and Provincial Governors'. 
Reporter: Ningxia Hui Autonomous region is situated at the heart of China. However, in the public mind, Ningxia seems quiet and remote. It may have much to do with backwardness and slow development. Nevertheless, 'speed' becomes the key word nowadays in Ningxia. In the past five years, its rate of economic growth exceeded 12%, higher than the national average rate. People can obviously feel the pressure and urgency of quickening the pace of development. You have spoken particularly about the pressure imposed by the major tasks for the economic work of Ningxia in 2011. And, three phrases are used to describe this - pressure ensures we don't sit still, not wait around in ignorance, and not lose any time. Can you elaborate?

Wang Zhengwei: Yes, Ningxia lags behind other provinces in per-capita GDP and per-capita income, so we must catch up fast to strive for a better life along with all the Chinese people.

Reporter: You took office in January of 2008 with a promise that in the next five to ten years, you would make efforts to enable Ningxia to develop by leaps and bounds and major economic indicators to double. Now, you have been the Chairman of Ningxia for three years, how have you carried out your commitment?

Wang Zhengwei: Some indices have increased by 100%, some 150%. The period of China's 11th five-year plan (2006 to 2010) saw the quickest development of the economy, most improvement in the outlook of urban and rural areas and most benefits gained by citizens.

Reporter: In the public mind, if the area is not coastal one and nor near the border, so it is difficult to carry out the policies of reform and opening up. However, there is another concept of an open economy of an inland region. On this point, what is Ningxia's specific plan?

Wang Zhengwei: Indeed, Ningxia is not a coastal area and not near the border. In the past, it had no geographical advantage. However, it is now developing into an inland open area. That means Ningxia will cooperate with the eastern part of China, with enterprises owned by the central government, and with Arabic countries. These are all big issues.

Commentary: Ningxia has the largest population of Hui ethnic group in China, accounting for 36% of the total population of Ningxia. In the past, ancient people of Hui ethnic group migrated from Central and West Asia. The natural connections have laid solid foundation for economic cooperation between Ningxia and Arabic countries.

Wang Zhengwei: We are planning two mechanisms, one for Muslim products trade with Arabic countries, the other for other products trade with Arabic countries.
