The terrorist network is thought to have been planning to tamper with tracks so that a train would be derailed while crossing a bridge or valley, potentially killing hundreds of passengers.	“基地”组织设想通过破坏铁轨，使火车在穿越山谷或过桥时翻覆坠落，预设几百名乘客丧生。

The plot is said to have been in the "aspirational," rather than "operational" stages. No specific locations had been selected.
