Shanghai is planning to begin a scheme later this year which will stagger the city's rush hour.
Professor Yang Xiaoguang from Tongji University is responsible for making adjustments to working hours in order that there might be a steadier and less intense flow of commuters to and from work.
This important policy is believed to help improve the traffic situation in Shanghai and avoid excessive bottlenecks brought about by people trying to get to the same place at the same time.
Authorities will finalize the details later.
