Queues are orderly, since everyone knows they'll get their share.

Liu Wei, deputy chief of Zipingpu township, said, "Receiving and distributing relief materials is very well-organized now. We collect needs from all villages a day ahead and report them to the Municipal Command. After we get what we want here, we distribute it to every household and require them to sign every time."
