Russia urges all sides in Libya to obey international humanitarian laws

Russian Foreign Ministry on Monday urged all sides in Libya and the NATO countries to obey the norms of international humanitarian laws.
"In the current dramatic developments in Tripoli, which led to new casualties among the civilians, we urge all Libyan parties and NATO countries involved not to concede any actions which could harm the civilian population and the country's civilian infrastructure," Russian Foreign Ministry spokesman Konstantin Dolgov told reporters here.
Russia has also urged all countries to refrain from interference in Libya's internal affairs in the wake of the latest developments in the North African state, said the spokesman.
Meanwhile, a statement released by the ministry Monday said the latest development of the Libyan conflict "apparently shows the power will be handed over to the rebel forces very soon", and Russia hopes this will put an end to the protracted bloodshed.
Russia's presidential envoy for African affairs Mikhail Margelov reiterated on Monday that Russia will never provide refuge to Libyan leader Muammar Gaddafi.
On the same day, Konstantin Kosachev, head of State Duma's International Affairs Committee said in an interview with Russian Today TV channel that Gaddafi must recognize his defeat and Russia is ready to recognize Libya's National Transitional Council.
He said that Moscow's neutral policy in Libya has been right, and Russia would agree with any outcome of the situation in Libya.
He added that the political struggle would not end in Libya after Gaddafi's leaving.
