NATO stands ready to offer Russia a deal that includes Moscow's participation in the alliance's anti-missile defense system, the Nezavisimaya Gazeta reported Friday.

The system will be based on the ballistic missiles defense program that has been deployed since 2005, said the report.

In exchange for Russia's consent, NATO has promised Moscow a lucrative package consisting of political consultations, joint anti-missile exercises and satellite data swap.

The latter is the most tempting proposal, as the United States has not opened that data even to their NATO allies, said the report.

A formal proposal to Russia was expected to be made upon the closure of the Lisbon summit on Nov. 20.
