Intellectual property rights protection is one of the biggest topics of concern in the world, because of the huge economic implications. China's State Intellectual Property Office has been taking special action on IPR protection since last November.
China's State Intellectual Property Office held a press conference on Wednesday morning to announce the successes made since the launching of the special action. Officials declared that numbers of patent dispute cases which have been resolved increased by more than 70 percent within 2 months, and the market environment has also improved.Ma Weiye, Director of State Intellectual Property Office, said, "This special action aims to keep regular economic order in our market, and make the whole of society realize the importance of IPR protection, by waging a war against illegal IPR infringement crimes."
According to SIPO officials, in addition to launching the special action, the newly revised "patent administrative law enforcement," which has been adjusted in three aspects, will come into force from February 1st.
Song Jianhua, Deputy Director of State Intellectual Property Office, said, "First of all, the purpose of legislation and the scope of implementation have been adjusted. Second, related law enforcement authorities have been specified. And third, administrative enforcement procedures have become more regulated."
Officials also called for changes in individual knowledge, attitudes, and practices and heightening the awareness of the general public of IPR to create a social atmosphere in which labor, knowledge, talent, and creation are respected.
Ma said, "For ordinary citizens living in China, they should be aware that it's wrong to infringe IPR, and it's an honor to protect and respect other people's IPR."
Li said, "Intellectual property protection will require both changes in policies, and changes in social norms, because the two mentioned above reinforce each other, and the whole effort is greater than the sum of its parts. "
