More than 200 additional rescuers and 2 sniffer dogs joined the search on Tuesday.
Taiwan authorities also dispatched helicopters to deliver heavy machines to the site where the bus is believed to be buried.
Lin Yanhong, helicopter pilot, said, "The weather was harsh Tuesday morning. The wind was strong and because of the spring tide, one third of the land was under the water."
It's believed that some of the tour bus passengers might have fallen into the ocean. Remains found in the open sea near Ilan county indicate they could have been carried northward by the current.
Two unmanned aerial vehicles with high resolution cameras are used to extend the searching area.
