It says Pyongyang could terminate all civilian exchanges with the South, including a tourism program and a joint factory park which have continued despite a freeze in their government ties.
The warning also comes days after the DPRK resumed a stalled nuclear disarmament process after the US removed it from the list of sate sponsors of terrorism.
Pyongyang has been unhappy with South Korea's President Lee Myung-bak, who took office in February with a pledge to get tough with the North.
