41.24 billion yuan ($6.26 billion) was paid on social security, agricultural, education and other livelihood projects in Ningxia Hui Autonomous Region, accounting for 74.2 percent of the whole budget during 2010.

According to the government, last year, banks issued 205 million yuan in loans to help woman establish a business or get a job in the first ten months of 2010. 68,900 people, including 19,000 graduates have gotten new jobs, making the unemployment rate of the whole region below 4.4 percent.

In addition, 375,000 students in elementary and middle schools have free breakfast every morning, and 27,815 students have free tuition, accounting for 30 percent of the whole student number in Ningxia.
