Editor's note: The Communist Party of China has paid careful attention to communications and exchanges with foreign countries since its foundation on July 1, 1921. This has become a crucial part of the CPC's international relations. The communication between CPC and parties in the developed world are candid about party and state governance, democracy, and human rights.
