Chinese Vice President Xi Jinping on Tuesday called for improved Party building at the grass-roots level across the country, in order to better serve the people and promote social harmony.

Xi, also a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks during a meeting on a planned nationwide program on better implementation of the Scientific Outlook on Development.

Since September 2008, the CPC has held two rounds of such programs to study and apply the Scientific Outlook on Development, a doctrine adopted by the Party at the 17th CPC National Congress in October 2007.

According to Xi, the third round of the program would be mainly attended by Party members at the grass-roots level.

He urged relevant departments to improve Party building in hospitals, schools, enterprises, social organizations in both rural areas and urban communities.

Grass-roots party organs should play a better role in serving and uniting the people, and promoting development and harmony, he said.

Party members who have or would attend the program should work together to resolve problems at their work, Xi said.
