The Communist Party of China (CPC) Central Committee Political Bureau decided Thursday to convene the Fourth Plenary Session of the 17th CPC Central Committee in September in Beijing, to discuss topics on improving Party building.
The decision was made at a meeting of the CPC Central Committee Political Bureau, presided over by Hu Jintao, general secretary of the CPC Central Committee.
The meeting also studied the current economic situation.
A statement of the meeting said the CPC had "constantly improved its art of leadership and governing capability and enhanced the ability of resisting corruption, guarding against degeneration and warding off risks" since the founding of the New China in 1949, and the initiation of the reform and opening-up drive in particular.
Ahead of the celebrations for the 60th anniversary of the founding of the People's Republic of China, it's of great significance to "carefully sum up the Party's invaluable experience of strengthening self building since taking power, and analyze in-depth the new situation and problems facing the Party building," so as to "effectively deal with the impact of the international financial crisis and maintain a stable and relatively fast economic development," the statement said.
The implementation of a series of central policies to tackle the global economic downturn has proved to be effective despite the economic climate both home and abroad being "complicated and grim", it read.
Evident progress has been made in stabilizing the country's economic growth, promoting industrial restructuring, carrying out reform and bringing benefits to people's livelihood.
As the country's economy moves toward a healthy direction, more positive signs have emerged in the economic sectors, it said.
The country's economy is back on track largely due to the country's packages to boost domestic demand. Agricultural sectors and rural economy are growing in a stable manner and industrial production has regained its speed to grow, it said.
Continued efforts are made in industrial restructuring, reducing greenhouse gas emissions and conserving energy and regional development is becoming more coordinated, it said, adding positive progress have been achieved in issues related to people's livelihood such as employment, social insurance and new breakthroughs have been made in the reform of key areas.
However, it reminded, the country's economic development was still challenged by many difficulties, with economic recovery not stable and many destabilizing factors still exist at both home and abroad.
It urged efforts to fully estimate the difficulties and challenges in the country's economic development and at the same time put emphasis on macro-economic control.
It also called for efforts to create more favorable conditions for the country's economic and social development when offsetting the impact of the global economic downturn.
More emphasis should be focused on promoting industrial restructuring, innovation, energy-conserving and environment protection, it said.
Efforts should also be made in promoting coordinated development of both the urban and rural areas and regional development, deepening reform and improving people's livelihood, it said.
The country should continue to exercise macroeconomic policies.
It should also improve policies to stimulate national economy, maintain the good momentum of economic recovery, and realize this year's target of social and economic development.
The government should use investment and have a strict control on repeated construction.
The development of small and medium-sized enterprise should be emphasized, with strict government's supervision on its energy saving and emission reduction work.
More efforts are needed on the process of urbanization and coordinated development in different regions of the nation, especially old revolutionary base areas, ethnic minority areas, border areas and poverty-stricken areas.
The government should also prevent and deal with carefully the mass incidents and fight against sabotage planned by hostile forces and criminal activities, so as to maintain social stability and development.
