Hu Jintao says the major functions of the government should be adjusted in areas like economic regulation, social administration and public services. The government is obligated to provide fast, convenient and high quality services for citizens.

Hu Jintao is calling for changes to the current government structure to make it more efficient. He says the quality of public services will become a crucial standard in evaluating government work.

Hu Jintao says non-profit organizations should participate in public services, and more funds from the public budget will be used to assist people in less-developed areas.

Hu Jintao also urges the improvement of public servants' skill levels.

Hu Jintao's remarks came as senior CPC leaders study other countries' governmental experiences. Hu Jintao called on governments at all levels to learn from successful foreign examples.
