Premier Wen was speaking to a group of German entrepreneurs at a banquet in Berlin on Tuesday evening during his three-day visit to Germany.
Wen Jiabao said that as a result of China's all-round opening up, it has become one of the safest and most attractive investment destinations in the world.
Premier Wen is to wind up his German visit on Wednesday and head to Belgium on the same day.
His European trip will also take him to Italy, Britain and Ireland.
Earlier on Tuesday, Premier Wen and German Chancellor Gerhard Schroeder opened a high-tech forum in Berlin aimed at boosting ties in research and development.
The Chinese premier also met with German President Johannes Rau, with the latter reiterating Germany's upholding of the One China policy.
