An explosion rocked the basement of a nine-storey building in Moscow on Sunday night, injuring at least 17 residents, Itar-Tass News Agency reported.  

Most of the residents in the building, which is located in the northeastern part of the Russian capital, are Vietnamese working in various markets here.

"We are checking the number of casualties," Tass quoted a Moscow law enforcement official as saying.
