Monday was the first day of eased travel restrictions in Shanghai since rules were put into place on May 8.
Under the new rule, only those who have been in close contact with SARS patients and suspected patients must undergo medical quarantine.
But travelers returning to the city from a hard-hit region still have to undergo a two-week health check and have their temperature taken twice a day.
The list of hard-hit regions posted on the local government's Website include: Toronto, Taiwan, Hong Kong, Beijing, Tianjin and the provinces of Hebei, Shanxi, and Guangdong and the Inner Mongolia Autonomous Region.
The list also includes seven Chinese cities: Dalian in Liaoning Province, Luzhou, Leshan and Zigong in Sichuan Province, Xianning in Hubei Province, Nanning in Guangxi Zhuang Autonomous Region and Changchun in Jilin Province.
