China has vigorously participated in the diplomatic efforts for solving the regional and global proliferation issues, and attaches great importance to the multilateral and bilateral cooperation and communications in the field of non-proliferation and export control.
l To realize the goal of denuclearisation of the Korean Peninsular, China has been working vigorously on promoting the Six-Party Talks on the DPRK nuclear issue.
l China stands for resolving the Iranian nuclear issue by diplomatic means through dialogue and has been playing a constructive role in promoting the proper solution of the issue within the framework of the IAEA.
l In April 2003, China and the IAEA jointly held a successful regional training course on enhanced physical protection.
l In October 2004, China co-hosted an international conference with IAEA in Beijing on the safety of nuclear facilities.
l In November 2004, China sent a delegation for the Asia-Pacific Nuclear Safeguards and Security Conference in Sydney, Australia, and made beneficial and timely contribution to international efforts for meeting challenges in nuclear safeguards.
l In December 2004, China and the European Union issued Joint Declaration on Non-proliferation and Arms Control and specified their priority fields for cooperation, including consultations and coordination on proposals to strengthen international nuclear non-proliferation regime; promotion of the universalization of the IAEA comprehensive safeguards agreement and the Additional Protocols; early entry into force of the CTBT, early commencement of negotiations on the Fissile Material Cut-off Treaty and cooperation on strengthening physical protection of nuclear material etc.. Last January, the two sides held China-EU expert-level workshop on export control in Beijing.
l In 2004, China took an active part in non-proliferation discussions at the Asia-Pacific Economic Cooperation (APEC) and the ASEAN Regional Forum (ARF).
l China supports Resolution 1540 of the UN Security Council and participated in its consultations in a constructive manner. The Chinese Government submitted to the 1540 Committee on schedule a detailed national report on its implementation.
l China has carried out consultations and cooperation in export control and non-proliferation on a regular basis with a dozen of countries and held expert-level workshops on nuclear export control with some countries.
