In an effort to open new channels for nurturing talent and human resources, the Chinese Military has absorbed more than 30,000 holders of doctorate and master's degrees and has also sent over 1,000 military students to 29 countries for advanced training.
In recent years, the Chinese Military has organized programs to take division-level and brigade-level officers on overseas investigation trips, has sent more military commanders to study abroad, has launched extensive academic exchanges among Chinese scientific research institutions such as the Military Academy of Sciences and foreign military research institutions, and has established inter-school exchange relationships among 19 Chinese military academies and 25 military institutes in the U.S., Russia, and other countries.
The Central Military Commission officially issued the Military Human Resources Strategic Project in 2003 and started a new era of openness in the field of human resources cultivation. At present, more than 90% of army corps, division and regiment leaders have attained college or higher levels of education, 100% of first-string pilots hold degrees, 100% of first-string navy captains have graduated from specialized academies and almost all technical officers of the 2nd Artillery hold at least bachelor's degrees.
