Water Resource Management System to Be Further Reformed
China will make further reforms on its water resource management system, Zhang Jiyao, vice minister of water resource, said at Thursday's national working meeting on water resource management.

He said that according to a recent reform plan worked out by his ministry, the reform will focus on the separation of water management function from profit-earning activities and further clarify the responsibilities of each water resource management unit. According to the official, the current water management system, inherited from the long planned economy period, has long faced such problems as overstaffed and poor management.

By the end of 1999, China had altogether 5,432 water resource management units of various kinds.
