The owner and the boatman of the ship capsized in the Yellow River in Yuanyang county of central China's Henan Province on May 1 were detained Sunday, the local government said.
So far, four people were killed and ten are missing in the accident.
At 9:30 am Saturday, a passenger ship overturned when crossing the river with 27 people on board falling into the water, 13 were rescued by local police and people.
Over 2,000 people, 50 ships and 200 vehicles have attended the rescue work, the source said.
