The Shanghai Industrial and Commercial Administrative Bureau said yesterday it has, for the first time, punished a local agency for selling illegal discount flight tickets, despite the Civil Aviation Administration of China barring airlines and agencies from offering discounts last year. It was fined 200,000 yuan (US$24,096). Bureau officials said the agency in Changning District kept offering 50-70 percent discounts on three domestic airlines from January 2001 to March this year.
