China Decides with a Performance Market to Tap Capital Resources
China is bending on a complete removal of restrictions as lately reported and a nationwide open performance art market to be developed. Government authorities claim their aim at tapping all social capital resources throughout the length and width of China and bringing into being new art troupes, groups or units and art establishments to flourish the country's performance art market.

According to Detailed Rules and Regulations newly promulgated by the Ministry of Culture guiding China's performance art business and market operation, be it individuals and social units eligible as verified by acting on the Detailed Rules and Regulations are qualified for going in for like businesses or their market performance. All obsolete restrictions, barriers and obstructions imposed with regard to market performance from the top down will totally be called off.

Following the Detailed Rules and Regulations, performance art troupes, groups, units, individuals and organizations with a certain amount of capital and required knowledge and performance skills will be in a position to apply for license on their line, set up performance grounds or launch their agent business. But with these there must be a registered capital of over 100,000 yuan demanded of the parties concerned. As to foreign individuals and identities from abroad, they must have a registered capital of over one million yuan.

No individuals and organizations will be excepted as equals from taking on their lines on an equal footing in market operation and entry. A thorough elimination of past classifications on the rights and obligations of individuals and organizations involved has also been made by the Detailed Rules and Regulations. There has remained in the Detailed Rules and Regulations the only stipulation singling out home market operators from those giving outbound performances.

Agent market operations are encouraged without doubt. But high demands have been set on these and in two categories professional and non-professional.
