Vice Premier Stresses Industry-related Issue

Enhancing independent innovation and upgrading industrial structure are focus of the 11th five-year program (2006-2010) proposal, said Vice Premier Zeng Peiyan during his inspection tour of north China's Hebei Province from Friday to Saturday.

The proposal, adopted by the fifth plenary session of the 16th Central Committee of the Communist Party of China, clarified the overall goal, guidelines and major strategy for China's economic and social development in the next five years, Zeng said.

He called on Heibei Province to enhance cooperation with neighboring Beijing and Tianjin City, and to consolidate planning work on rural development.

On the basis of its own resources and environment capacity, Hebei Province should strive to adjust its industrial structure in iron and steel, construction materials and chemicals, eliminate outdated production capacity, regulate coal mining order and boost the raw material industry with advanced technology, he said.

Hebei should make full use of its geographical advantage, expand opening-up, develop the advanced manufacture and equipment industry and accelerate high-tech and service industries, he said.
