A high-level meeting of the Communist Party of China (CPC) held in Beijing Monday called on the whole Party and government to pay more attention to macro-control, coordinated development, the interests of the people and innovation.
The meeting of the Political Bureau of the CPC Central Committee was convened to discuss the draft of the Government Work Report, to be submitted for deliberation at the annual session of China's top legislature in early March, and amendments to the charter of the Chinese People's Political Consultative Conference (CPPCC) -- the country's top advisory body.
The meeting, chaired by General Secretary of the CPC Central Committee Hu Jintao, held that 2004 was a very crucial year for China's reform and opening up. Party and government departments at all levels should adhere to the primary task of development and pursue all-around, coordinated and sustained development.
It called for solving protruding disparities in the country's social and economic development, outstanding issues that are closely related to the people's personal interests and properly handling the relationship between reform, development and stability.
It also called for further improving the executive and administrative capabilities of the government.
The meeting maintained that the State Council, or the Chinese cabinet, and regional government at various levels had done a lot of highly substantial, fruitful work in the past year.
The meeting held that the existing CPPCC charter was a very good one. Its stability should be kept as it in general conformed to the requirements of China's reform and opening-up and the socialist modernization drive.
On the other hand, amendments to the charter were necessary so that it met new requirements of the new tasks confronting the CPPCC under the present situation, the meeting maintained.
It held that amending the CPPCC charter was an essential matter that had a bearing on the system of multi-party cooperation and political consultation under the leadership of the CPC. In making amendments to the CPPCC charter, the democratic style of work should be displayed and carried forward fully, and opinions from all sides should be solicited and existing procedures be abided by strictly.
