Fifteen draft laws and bills, including high profile legislation on government purchase, safe production, promotion of community-run education, and amendments to insurance law, are being presented to the 28th session of the Ninth National People's Congress (NPC) Standing Committee. The six-day meeting will open from June 24 in Beijing, according to an announcement made after the 59th chairmen's meeting of the NPC's Standing Committee that ended Tuesday.
The Draft Law on Promotion of Community-run Education, Amendments to the Law on Agriculture, Amendments to the Surveying and Mapping Law, and Amendments to the Insurance Law are the four pieces of legislation being put forward for discussion by the NPC Standing Committee for the first time. The meeting will also deliberate the Convention on Prohibiting and Taking Instant Action to Eliminate the Worst Form of Child Labor, which was submitted by the State Council for approval.
The Draft Law on Government Purchases, Draft Law on the Promotion of Small and Medium-sized Enterprises, Draft Law on Safe Production, Amendments to the Water Law, Draft Law on Science and Technology Dissemination, Draft Law on Promotion of Clean Production, and the Draft Law on Rural Land Contracts have been revised by the NPC Law Committee and will be delivered for the country's top legislative body for discussion.
The Standing Committee meeting will also discuss the resolution of the NPC Standing Committee chairmen's meeting on the draft decision concerning that members of the first Hong Kong Special Administrative Region Basic Law Committee continuing to perform their duties, and the resolutions on the draft supplementary regulations concerning the composition of the election committees for Hong Kong and Macao special administrative regional deputies to the 10th National People's Congress.
The meeting will listen to and discuss the State Council's report on 2001 State accounts, 2001 State budget performance, and other audit reports on financial revenue and expenditure. The Law Enforcement Inspection Committee of the NPC will report on implementation of the Law on Fire Control.
The meeting will discuss NPC Credentials Committee's report on terminating several NPC deputies' membership and written reports of the NPC delegation's visits to the Republic of Albania, the Republic of Armenia, the Republic of Georgia, and the Republic of Azerbaijan.
