Major Targets for Telecommunication Construction for 2000
1. Initially setting up an optical cable trunk network with eight west-east cables and eight north cables, with supplementary of communication satellites and digital microwave transmission. This will bring 2.4 million lines in electric circuits for long-distance telephone, representing 3.5 times the length in 1994.

2. The total volume of switchboard is expected to reach 140 million gates with the users of main lines reaching 93 million. The telephone-user rate in the whole country is expected to reach 8 or 9 percent with cities accounting for 30-40 percent of the total. In the rural areas, each village will have access to telephone communications.

3. Public group switching networks will cover 90 percent of the cities at or above the county level. And the DDN network is expected to cover more than 60 percent of these cities. This can provide services to any place where such service is needed.

4. Most cities, towns and even villages where the economy is relatively developed will have access to cellular mobile telephone and paging services. Cellular phone subscribers will number 10 million and that of paging systems will reach 25 million.

By 2010, the country's volume of switchboards is expected to total 400 million gates. About 25 percent of households in the whole country will have a telephone. In addition, a bandwidth-integrated network that can offer interacted multimedia service will be set up initially.
