Participants say agricultural production should be given the top priority. They say damaged agricultural facilities should be repaired as soon as possible, so that harvesting and planting can proceed. The transport of coal, fuel, and gas products must also be fully restored, with electricity and water running at normal levels. The participants stressed the importance of restoring infrastructure, trade, and the service sectors.
