Training programs and practice opportunities should be provided for government officials and enterprise managements to improve their abilities, according to the circular.

It said local governments should make good use of the talents who have been working there as well as attracting more talents, and should train and attract more talents in medical, agricultural and technical sectors.

The circular was co-issued by the General Office of the Central Committee of the Communist Party of China (CPC) and General Office of the State Council.
