Now that China has successfully formed a socialist legal system, it should turn its focus to enforcing the Constitution, said Li Lin, director of the Institute of Law at the Chinese Academy of Social Sciences.
Li said he thinks that a stronger enforcement of the Constitution will better protect citizens' rights, bring public power under control and build a harmonious society.
He also said that the legal system needs continuous improvement. Its formation, which in his view was completed earlier this year, is but a milestone in China's legal construction.
He said that in the 30 years of legal construction, most laws have been implemented well but others have not been. Many codes, such as the Administrative Procedure Act and Commercial Code, have errors and loopholes and should be improved. Other laws on the media, property protection and personal information protection need to be made. Legal experts expect 50 new laws will be written over the next 5 to 10 years.
