File photo shows the first election of members of Township People's Congress in Danba Township, suburb of Lhasa, capital of west China's Tibet Autonomous Region, Dec. 20, 1962. The Electoral Law was enacted in 1953 and completely revised in 1979. It then underwent four minor amendments. The electoral system is the foot stone of democracy, and the principle of equality is a prerequisite to guarantee people's democratic rights. The amendments of electoral law can be seen as records of the development of democracy in China.
