China mulls making household registration law when time is right

China's top legislature on Saturday approved a report recommending it discuss new laws on household registration when conditions permit.

There are many unsolved issues concerning how the country manages its household registrations, the documentation which identifies its holder as a permanent resident of a city. But it is not the right time to start legislation in this field, said a report submitted by the Committee for Internal and Judicial Affairs of the National People's Congress (NPC) to the NPC's Standing Committee.

The report suggests that relevant departments step up investigations and surveys, and make preparations for including the household registration law in the country's legislation plan at a proper time.

Changes to the law were proposed at the annual NPC session in March, when some NPC deputies argued that the current household registration regulations hinder the flow of people.
