Chen Fenglian, a hard-working community leader

"I'm eighty years old, and have a lot of problems, including [getting enough] rice, noodles, oil and coal, explained Ma Yumei, an elderly Hui woman who lives by herself in Ciyou Community in Xining, Qinghai. It all depends on Secretary Chen solving these problems for me."

Chen Fenglian, secretary of the Ciyou community branch of the CPC and director of the community, is a delegate to the 18th National Congress of the Communist Party of China.

Born in 1970, Chen Fenglian was a laid-off worker who moved into Ciyou Community in 2004. The residents who live in the community represent a wide variety of ethnic groups, including Han, Hui, Mongolian and Tibetan. Faced with a plethora of problems such as deteriorating buildings, poor environmental quality and outdated infrastructure, Chen Fenglian took responsibility for enacting necessary changes in the community.

There are numerous examples of how Chen's leadership has improved the community. The daughter of a community resident, Ma Guilan, passed her college entrance examinations but couldn't afford the tuition. Chen Fenglian raised 5,000 yuan for her family immediately.

The house of Luo Mingzhu, who is a state welfare recipient, had not been repaired for many years. Chen coordinated with the construction bureau of Chengdong District and helped her move into a new, low-rent house.

"Only when a seed is buried in the fertile soil can it growth with vitality," Chen said, "I want to put the honor of my job into action and strive to do my best."
