On October 31, 1999, China's top legislative body issued an "anti-cult" law designed to aid the crackdown on Falun Gong.
By a unanimous vote, the 114-member executive committee of the National People's Congress ruled that cult leaders may be prosecuted for murder and endangering national security - two of China's most serious crimes.
Courts, prosecutors, police and judicial organs were urged to be on full alert for cult activities and smash them rigorously in accordance with the law.
