进入七月份以来,北京市的平均气温节节攀高,在7月5日达到40.3摄氏度,突破历史同期高温极值。据中国国际广播电台报道,为做好防暑降温工作,今年北京市调整了高温津贴的标准。
Beijing has raised its standards for the summer's heat cash allowance during July, which has now been doubled, according to the city's Bureau of Human Resources and Social Security.
市人力社保局宣布,从7月份开始,北京市夏季高温津贴标准提高一倍。
Under the new regulation, the standard heat allowance for employees working outdoors is to be increased from a monthly minimum of 60 yuan (US$8.8) to a minimum of 120 yuan (US$17.7). For employees working indoors at temperatures over 33 degrees Celsius, an allowance raise has been requested from a monthly minimum of 45 yuan (US$6.63) to 90 yuan (US$13.27).
新标准规定,室外露天作业人员高温津贴标准由原来的每人每月不低于60元调整为每人每月不低于120元;在33℃以上室内工作场所作业的人员,由原来的每人每月不低于45元调整为每人每月不低于90元。
高温津贴是为保证炎夏季节高温条件下经济建设和企业生产经营活动的正常进行,保障企业职工在劳动生产过程中的安全和身体健康,决定适当提高职工夏季清凉饮料费发放标准。国家规定,用人单位安排劳动者在高温天气下(日最高气温达到35℃以上)露天工作以及不能采取有效措施将工作场所温度降低到33℃以下的,应当向劳动者支付高温津贴。
除了发放高温津贴,用人单位还应该根据生产特点和具体条件,在保证工作质量的同时,适当调整夏季高温作业劳动和休息制度(adjust employees' working and rest time),减轻劳动强度(lower the work intensity),严格控制加班加点(strictly control working overtime),保证安全生产(secure a safe working environment),确保劳动者身体健康和生命安全(ensure the health and safety of its employees)。
夏日炎炎,还有的企业为员工发放绿豆汤(mung bean soup)、清凉油(cooling ointment)等防暑物品,但按照规定,这些不能折合现金抵消应发的高温津贴。
