The Chinese People's Liberation Army Beijing Military Area
Command has upgraded its finance management by Electronic Banking
(E-Banking) after three years' construction.
With the help of E-Banking, the finance management of the
military area is much more efficient and transparent, the officer
responsible for finance of the Beijing Military Area Command said
Tuesday.
It took at least two days for a common account to be transferred
before the E-Banking system was adopted, the officer said,
stressing it now takes only five minutes through the E-Banking
system.
In the past, the high authorities were unable to supervise the
flow of money under the traditional ways of funds allocation and
E-Banking enables higher authorities to control the flow of capital
of the whole Beijing Military Area Command.
The opening E-Banking services in the Beijing Military Area
Command is required by the Chinese PLA General Logistics
Department. China has sped up its management of military expenses
in recent years.
Liao Xilong, director of the PLA General Logistics Department,
said recently China plans to audit more than 4,000 military
officers for the efficient use of its military expenses in the 11th
Five-Year (2006-2010) Guaideline, a senior military officer
said.
Meanwhile, China will strengthen its audit of projects relating
to armaments and military expenditure aiming at scientific
management of the army and the anti-corruption and Party building
drive, Liao acknowledged.
