Motions from CPPCC members differ from bills of people's congress
deputies. The people's congress is a body of power. A bill has
legal effect once it has been adopted. The CPPCC is an organization
of the patriotic united front of the Chinese people. Motions from
CPPCC members are only a form of democratic supervision. They are
not legally binding. In addition, deputies of people's congress can
only put forward bills during the plenary sessions, while CPPCC
members enjoy the freedom of forwarding motions at any time,
whether the CPPCC is in session or not.
