Hu Jintao, General Secretary of the Central Committee of Communist
Party of China (CPC), said in Beijing Sunday that all government
departments should have a sense of responsibility for improving
people's lives, protecting resources and improving the ecological
environment.
Hu, also China's vice-president, made a keynote speech at seminar
on population, resources and environment, which was attended by
Premier Zhu Rongji, other senior Chinese leaders, and officials
from central departments and local governments who are responsible
for population, resources and the environment.
Hu
pointed out that the third generation of the CPC leadership, with
Jiang Zemin at its core, had adopted a series of key policies to
develop the economy with harmony among the population, resources
and environment, which had made remarkable achievements.
Hu
noted that the 16th CPC National Congress last November regarded
harmony among the population, resources, and environment as
fundamental to realizing a "xiaokang" (relatively affluent) society
in an all round way.
"We should clearly see that our country is a developing country
with nearly 1.3 billion people and will remain in the primary stage
of socialism for a long time, and it is a long and hard task to
solve problems concerning the population, resources and
environment," noted Hu.
He
said the main task in population and family planning was to
maintain the low birth rate, to have healthier babies and a
balanced sex ratio, and deal with problems that arise from aging,
migration and employment.
The key aim in land and resources was to insist on development and
protection, and to bring about greatest economic, social and
environmental benefits from the use of resources.
He
noted that environmental protection should create a good living and
production environment, with efforts focused on improving
sanitation and preventing health hazards.
Hu
stressed that work concerning population, resources and environment
must accord with natural and social development rules.
Premier Zhu Rongji also gave a speech at the seminar, stressing the
basic principles of family planning, environment and resources
protection must be implemented, to push forward the harmonious
development of society, the economy, population, resources and the
environment.
