Huang is sometimes referred to as the pioneer of China’s clean energy industry. In his capacity as 10th National People’s Congress (NPC) deputy, he proposed the Law on Renewable Energy. The law came into effect on January 1, 2006, and lays a legal foundation for the country’s strategy of solving its energy crisis. “G (green) Energy Substitute”, a strategy developed by Huang, provides for the use of renewable energy in industry, agriculture, building development, and everyday living. During the last NPC plenary session, Huang put forward a motion to develop solar-powered bathing facilities in rural areas. It is reported that some 100 million farmers do not have direct access to proper bathing facilities, which has resulted in severe rural environmental pollution.
