Vice chairman of the 10th National Committee of the Chinese People's Political Consultative Conference.

Born in 1944, of Zhuang ethnic group, native of Pingguo, Guangxi Zhuang Autonomous Region.

1968 graduate of Guangxi University, water conservancy and irrigation major; joined Communist Party of China (CPC) in 1974; holding the professional title of engineer.

Technician and deputy director of the Hydropower Bureau of Debao County, Guangxi, in 1975-1980; deputy director of the Capital Construction Bureau, and deputy director of the Planning Committee, of Debao County, in 1980-1983; director of Economic Committee in 1983-1984; secretary of the CPC Debao County Committee in 1984-1985; deputy secretary of CPC Baise Prefecture Committee, in 1985-1992; secretary of the CPC Baise Prefecture Committee, and commissioner of the Baise Prefecture in 1992-1993; secretary of the CPC Committee, and chairman of the Standing Committee of the people's congress, of Fangchenggang City, Guangxi, in 1993-1995; secretary of the CPC Nanning City Committee, Guangxi, and deputy secretary of the CPC Guangxi Zhuang Autonomous Regional Committee in 1995-1998; deputy secretary of the CPC Guangxi Zhuang Autonomous Regional Committee and chairman of the Guangxi Zhuang Autonomous Regional government in 1998-present.

Member of 15th and 16th CPC Central Committees.
