Born in 1938, native of Shenyang, Liaoning Province.

Graduated from Mathematical Mechanics Department of Peking University in 1960; assistant at Harbin Technological University in 1960-1961; associate professor of Northeast Heavy Machinery Institute in 1961-1983.

Vice mayor of Qiqihar City, Heilongjiang, in 1983-1991; assistant to governor of Heilongjiang Province in April-October 1991; vice governor of Heilongjiang Province in October 1991-January 1998; vice chairman of 6th Heilongjiang Provincial Committee of Revolutionary Committee of Chinese Kuomintang (RCCK) in 1991; chairman of 7th and 8th RCCK Heilongjiang Provincial Committees in 1992-2000; vice chairman of 8th RCCK Central Committee in 1992; vice chairman of 10th RCCK Central Committee.

Member of 7th CPPCC National Committee; member of Standing Committee of 8th CPPCC National Committee; vice chairman of the 9th CPPCC National Committee.
