Third Plenary Meeting of NPC Session Ends

The third plenary meeting of the first session of the 10th National People's Congress (NPC) concluded in Beijing Monday morning, after hearing a report presented by top legislator Li Peng on the work of the 9th NPC Standing Committee and adopting a plan for restructuring the government and the procedures for election and appointment.

According to the procedures for election and appointment, the Standing Committee of the 10th NPC, China's top legislature, will have a leadership of 16, including a chairman, 14 vice-chairpersons and one secretary-general.

This compared with the 21-member leadership of the 9th NPC Standing Committee, which had 19 vice-chairpersons.

The total number of members of the 10th NPC Standing Committee will be 175.

Also to be elected at the current NPC session will be members of the 10th NPC Standing Committee, China's president and vice-president, chairman of the Central Military Commission of China, president of the Supreme People's Court and Chief Procuratorate of the Supreme People's Procuratorate.

The procedures for election provide that the premier will be nominated by the president of the People's Republic of China, and vice-premiers, state councilors, ministers, the governor of the People's Bank of China will be nominated by the premier.

Top leaders Jiang Zemin, Hu Jintao, Li Lanqing, Wu Bangguo, WenJiabao, Jia Qinglin, Zeng Qinghong, Huang Ju, Wu Guanzheng, Li Changchun and Luo Gan were among the 2,892 deputies attending the meeting, held in the Great Hall of the People in downtown Beijing.
