The dictatorial rule of the Kuomintang and its military failures were denounced by the people of the whole country. In September 1944, at the Third Session of the Third People’s Political Council, Lin Boqu proposed that the one-party dictatorship of the Kuomintang be ended and a democratic coalition government be established.
