Bai Enpei, a native of Qingjian, Shaanxi Province, was born in September 1946 and joined the Communist Party of China (CPC) in 1973.

He graduated from the Marine Equipment and Automatic Control Department of Northwest Polytechnical University.

He then successively worked as deputy head of the Yan'an Diesel Engine Plant, deputy secretary of the CPC Committee of the plant and head of the plant; deputy secretary of the CPC Committee of Yan'an Cigarette Plant and head of the plant; deputy secretary and secretary of the CPC Yan'an Prefectural Committee; and a standing committee member of the CPC Inner Mongolia Autonomous Regional Committee and director of its Organization Department.

In 1992, he began serving as deputy secretary of the CPC Inner Mongolia Autonomous Regional Committee.

In January 1998, he was elected governor of Qinghai Province, and was appointed secretary of the CPC Qinghai Provincial Committee on June 11, 1999.

Bai was elected chairman of the Standing Committee of the Ninth Qinghai Provincial People's Congress at its Third Session on January 11, 2000.

Since October 2001, he has been a member, a standing committee member and secretary of the CPC Yunnan Provincial Committee. He was an alternate member of the 13th and 14th CPC Central Committee and holds the same position in the 15th CPC Central Committee.
