Huang Ju, a native of Jiashan, Zhejiang Province, was born in September 1938. With a university education background, he began a career in May 1963 and joined the Communist Party of China (CPC) in March 1966. His previous posts include deputy director of Shanghai Zhonghua Metallurgical Plant; deputy manager of Shanghai Petrochemical General Machinery Manufacture Company; deputy director of Shanghai First Electric Machinery Bureau; a member of the Standing Committee, secretary of Industrial Working Committee and secretary-general of the CPC Shanghai Municipal Committee; he later became deputy secretary of the CPC Shanghai Municipal Committee, vice-mayor and mayor of Shanghai.
He was an alternate member of the 13th CPC Central Committee and a member of the 14th CPC Central Committee. He was elected and reelected to the Political Bureau of the 14th and 15th CPC Central Committees. He was deputy to the Eighth National People's Congress and is also one to the ninth congress.
